As for the "functional idiot" part.
Sam is referring to the fact that she only learned and memorized information that was already created. She knows the theories and knows how to apply them but nothing beyond that.
In order to become a Litch you need to have a thirst for knowledge. Death offered a brief explanation in page 501.
Katya does not have intellectual desired (that's why she's a Succubus)

Yeah, it's comrade Putin, sadly I am unable to draw or make a 3D model of him. I've been trying to draw him since Chapter 2, but no luck.
He was supposed to reappear in Chapter 13 before switching all the character to 3D models, but I've replaced him with the generic ghost girl at the last minute.

He does not have any distinct feature (none than I can see) to help me draw/"model" him.
All other character have something specific to them, for example:
Lenin: The beard and mustache + the "hair stile"
Stalin has his iconic mustache.
Vlad the Impaler, again his mustache and long curly hair.
I did mange at one point to create a more accurate model, but like the "genius" that I am I've overwritten the save.
You can consider this style as more of an "re-imagining" or "reinterpretation"

"Peep-Peep" (пип пип) here is not a comic onomatopoeia, it's dialogue. Percy actually said "Peep-Peep" (that is what they say in the original show, if I remember correctly.)
I've decided not to use written sound in my comic, like you see in others.

It's a little word joke that had a few meanings (if I remember correctly).
The correct term is "Git along, little dogies" from a traditional cowboy ballad ("dogies" are motherless calfs)
Bastet mishmashes this term to "Giddy up little doggy!" because she wants to go "doggy style" with Death

Yes, I do use DeepL for translations since it allows me the select pronouns and genders for past tense verbs (that is, if I don't forget to change them :P ) and updates the sentence accordingly.
Also, I looked at previous pages and it appears that I've named all androids "Aппарат", example in page 101.
